suburbs should only be built and sold to people with interest in serious self-sufficiency gardening.
house sizes must be adjusted to suit (smaller houses creates more land area usable for food crops, though if they're taller that might shade - this should be considered, and possibly exploited in areas with hotter climates that endanger some plants people may want to grow).
