Weather Canada has the sussiest possible banner notice: «Are you ready for the Web browser security update?»
This could've been made so much less sussy by saying «Government of Canada websites will be upgrading to require TLS 1.2 for all connections, prefering TLS 1.3. Your web browser or SSL libraries may need to be updated. Here's how that affects you →»

Also, none of this will actually help against cyberatacks perpetrated against the Government of Canada.
